About
An institution, and what it holds itself to.
Perrin Research is the operating name of Perrin Institution, Inc., a 501(c)(3) think tank based in Florida, USA.
You cannot govern what is not built.
Policy is written at a distance from the thing it governs, and the distance is where the harm lives. A remedy is drafted, published, and only then handed to the people who must live under it - who discover what it costs, what it quietly forbids, and whether it was ever buildable at all. The drafters are never among them.
We think that arrangement is illegitimate, not merely inefficient. Anyone proposing a constraint should have made the thing that has to satisfy it, and should publish both, so the proposal arrives having already been answerable to something real.
So we build. Every framework we put forward comes with a working version of the system it describes, made from first principles rather than from the previous draft's assumptions. Not to prove we can, but because the right to ask something of others is earned by having done it first.
The Emerald Foundry
Framework and working system, published together
We publish the rule and the thing that obeys it.
Perrin Giving
Grants to think tanks and technical projects
We fund the arguments we are not the ones to make.
Neither half is published alone. A framework without the thing built is the paper everyone already writes; the thing built without the framework is a demonstration of nothing in particular.

Kashaf Alvi, former Policy Director at Perrin, was featured in BBC's international coverage, discussing innovative governance approaches and policy solutions.

The organization takes the operating name Ad Ventures and reorganizes around two arms: the Lab, which builds, and the Fund, which backs technical projects across six concentrations.
- 2026
The organization goes by Perrin Research. The two arms collapse into one programme, The Emerald Foundry, which publishes each regulatory framework alongside a working build of the system it describes.
Perrin & Fidutam counted more than 1,600 members in its community over the years, and Perrin Research inherits that record. Membership does not constitute employment. The organization has only ever employed six people, and any other individual claiming to be on the team of, employed by, or otherwise representing the organization is making a false claim.
